The first stage of the tournament involves all sixteen teams playing against each other, once at home and once again. When this stage is completed, the top four teams advance to the final playoff phase of the season known as Liguilla to determine the national champions. Degradation is determined by the bottom four teams from the first stage of the four-team group. The fourth team was placed relegated and the third team placed playing a promotion/relegation playoff with the 1980 Copa PerÃÆ'º runner-up. The teams brought their first stage results to the Liguilla and relegation group except the sixth placed team who docked 2 points for the final place.
